Pavement parking on Elm Grove to be banned

Drivers are to banned from parking on the pavement on Elm Grove after Brighton and Hove City Council pledged to launch a crackdown on the practice.

Dozens of cars are consistently parked on the wide pavement behind double yellow lines on Elm Grove even though it is technically illegal to do so, while cars are also parked over pedestrian dropped curbs on the road.

However, after 23 injuries in accidents on the road during the past three years it has been decided to take action in conjunction with neighbourhood police and parking attendants.

Councillor Ian Davey, Brighton & Hove City Council’s Cabinet Member for Transport & the Public Realm said: “In the past Civil Enforcement Officers have not issued penalty notices to vehicles pavement parking in these areas, but the situation is now becoming just too dangerous, with cars overhanging the pavements and blocking the view of both drivers and pedestrians at junctions.

“Motorists regularly drive along pavements to reach ‘spaces,’ parking dangerously close to junctions, pedestrian guard rails and trees.”

Cars have been parking on the pavement at Elm Grove without action being taken for a number of years and Cllr Davey is expecting opposition from some residents about the proposal.

He added: “We understand that there will be some residents who have been parking in this way for some years and will be unhappy about the proposed enforcement.

“However, the council must balance their needs against the very serious safety concerns for pedestrians and for drivers, especially around the junctions. It is also the council’s duty to ensure accessibility, particularly for people with disabilities.”

Residents are to be issued with warning letters from next week and tickets will be issued to offending motorists from 3rd October.

    This is proposal does not offer a solution to the parking problem in the area, it is just going to displace parked cars further from people’s homes and on to the already crowded streets of Hanover.  

    There is a community response being developed from residents of Elm Grove and the surrounding area who are going to be adversely affected by this change. The change comes with insufficient warning and a lack of consideration for the impact it will have on local people. 

    Notices have only been issued to residents on Elm Grove however residents in streets off Elm Grove will feel the impact as hundreds of cars seek to park in those streets instead. The community response is beginning by issuing notices to other drivers in the area and alerting the need for affected members of the community to come together to respond. Due to the swift introduction of this proposal the community response needs to be swift. A group of local residents are trying to arrange a meeting at Elm Grove primary school for next week to enable the community to come together to discuss the issue and generate an organised response. 

    I feel strongly that this proposal has been ill-conceived without giving due consideration to residents diverse needs.

    Pavement Parking Ban

    In response to the council’s notice that
    pavement parking will be banned on Elm Grove after 3rd October, a
    community meeting has been organised by local residents to discuss the issue
    and to open dialogue with the council about it.

    Through
    discussions with local residents it is clear to me that there is strong feeling
    in the community about this ban and wide ranging concerns about how it will
    impact on local people in the area.

    All local
    residents from Elm Grove and surrounding streets are invited to attend
    the meeting which will be held at Elm Grove Primary School on Friday 23rd Sept from 6–7pm.

    We will try
    to issue fliers to residents in the area but do please spread the word about
